Debra Bond Dear
Debra Dear, originally from Mississippi, received a Bachelor’s Degree in Education from Mississippi State University before moving to Virginia Beach in 1982.
During the years that her four daughters were growing up, Dear was actively involved in the community, their schools and their activities. Dear was an active member of the Virginia Beach Junior Woman’s Club and the Special Education Advisory Board and several PTA Boards for the VBCPS. She served on the boards for Very Special Arts and Equi-Kids. Dear earned a Master’s Degree in Administration from Old Dominion University while teaching for VBCPS and used that degree to serve as an administrator.
Dear was the impetus and General Coordinator for the original KIDS COVE playground project over a two year period which resulted in the building of a 14,000 square foot accessible playground (Robert Leathers & Assoc.) over a five day period in May of 1993 with over 5,128 volunteers! Dear just completed a 9-year term on the VB Community Services Board.
Vanguard Landing is the culmination of her long held dream to create an extraordinary option for people with intellectual disabilities.
Community Programs Director
Before coming to Vanguard Landing, Tim worked as a special education teacher in McLean, Virginia where he taught students with a variety of special needs. Tim graduated from Virginia Tech in 2009 with a degree in Human Development and a minor in Psychology. While at Virginia Tech, Tim volunteered for several different organizations that serve individuals with disabilities including New River Valley Adult Day Services, Boys and Girls Club, Heart Start, Special Olympics, Camp Easter Seals, and Young Life Capernaum. Tim went on to receive his M.Ed. in Special Education from George Mason University. Tim worked in Fairfax County for three years before moving to Virginia Beach with his wife, Leigh, and golden retriever, Woodson.
Tim comes from a family of seven with three brothers and one sister with Down’s syndrome, Hannah, whom he considers to be the reason for his passion to serve all individuals with disabilities. His parents and sister currently reside in Northern Virginia while his brothers are spread across the entire United States.

Laure is Virginia Beach born and raised and she is so excited for our city to have such an amazing community coming for adults with mild to moderate intellectual disabilities. Laure has been in the field of special education for over 27 years. She has been a Special Education Department Chair, a Special Education Committee Chair, and currently has the position of Program Compliance Support for special education with VB City Public Schools. Laure earned a Bachelor of Science Degree in Special Education and a Master’s Degree in Education.
She and her husband Wayne have been blessed to have two wonderful children, Joseph and Emma. Being a part of the Vanguard Landing family is truly one of the most exciting things Laure has done in her career.
